Generation, review, and acceptance are separate responsibilities. Dissent reopens the proposal and stays in the record. A failed check requires a revision. Old evidence cannot certify new work. Passing a check makes acceptance possible; it does not make the decision for you.

Try accepting a result, then introducing a new objection. The system should be able to change its mind.
